Evidence does what opinion can't — it gives everyone in the room a reason to commit.

Digital transformation doesn't stall at delivery. It stalls at the decision.

FORGE METHOD

A structured 3-step approach to evidence-based design.

Every engagement begins with a research plan to define participant criteria, problem statements, use cases, session logistics, and deliverable format. Nothing is improvised.

1

EXPLORE

Each session begins with an open, exploratory conversation to uncover pains, frustrations, workarounds, and unmet needs. Structured but probing,  practiced without bias. The goal is to open a trusting dialogue before any design is shown.

We learn what's broken, what's tolerated, and the workarounds citizens have invented because the service doesn’t work as intended.

1

CREATE

Participants sketch or build their ideal solution before they see ours. Pen and paper, blocks, Legos, or digital tools. This crystallizes the gap between the current experience and the desired state, entirely in the user's own words and logic.

We uncover users' mental models that service providers almost never see. What people actually need, unconstrained by what policy and legislation mandates.

2

VALIDATE

The hypothesis-driven design is brought forward. Participants react, rank features, and push back on what works and what's missing. Followed by a quantitative survey and feature ranking to produce evidence-based design guidelines.

We learn what to build, in what order, with confidence, backed by evidence, not opinion. A ranked feature list your team trusts and can act on immediately.

HOW ENGAGEMENTS WORK

Two ways to start. No RFP required.

Most teams start small and scale. Either way, you leave with prioritized requirements your stakeholders believe in, and your dev team can act on.

Most teams start here

Usability Sprint

Under $50K · Direct award · No RFP required

A fixed-scope, 3-week study that fits inside an active project without disrupting delivery. Specific enough to produce decisions, not just findings. Deliverable on day 22

  • Prioritized findings report with severity ratings

  • Aligned to WCAG and accessible design standards

  • Available via TBIPS and ProServices

Co-Design Study

Under $100K · Direct award or simplified process

For teams ready for deeper transformation. We scope engagements to fit your timeline and procurement vehicle — from first brief to build-ready service design.

  • Stakeholder alignment sessions included

  • Full Explore → Create → Validate cycle

  • Build-ready roadmap your dev team can act on

  • Available via TBIPS, ProServices, and TSPS

FORGE CO-DESIGN METHOD

The Forge Method sits inside a full engagement lifecycle, from defining the problem to build-ready delivery.  Our end-to-end process helps government teams deliver digital services that citizens actually use,  grounded in evidence.
